It is inside the castle (aka the "Keep")
You need to be high up to solve it.
Look carefully at the start and end points of these symbols, then look down at the giant floor panel mazes in the castle.

(The 4th and 5th symbol both match the same floor panel maze.)
The 4th and 5th symbols match the blue floor panel maze in the castle (the bottom left, when viewed from above).

You will need to trace a solution path you've entered on the floor panel maze.
If you look at the maze symbols on the obelisk, you'll see that #4 wants a path that starts in the lower left corner (as viewed from the tower) and #5 wants a path that starts in the upper right.
These will be drawn with different solutions.
The 4th symbol is tricky, in that you won't be separating the tetris pieces with your lines, so much putting both tetris pieces inside the same shape.
With this information, you should be able to work out the 4th and 5th symbols.
Note: The 4th and 5th symbols share the exact same hints.
